there is a relatively cheap solution to server failures: on demand cloud computing.
costs are approx 10 cents per hour but only if used.
then once a week make a snapshot of the database and send it over to the fallback server. when the fallback is active,
all games are automatically unranked and no data has to be transferred to the main server when it comes back online.
of course name changing or new signups are disabled also.

I don't think you realize the amount of setup and the cost that requires.

(also, what cloud system ?)
