Windows 7 computers request, and generally get, the following static ip addresses

The router, and FAF, have been set up to forward and accept the following ports

Now everything works, and I can host LAN games no problem, but after I log in the 4th computer, I noticed that the chat lobby fails with the following message:

I get this message on whatever computer is the fourth one logging on, so it's not just one computer that is broken. Note that I can still play LAN games between the 5 comptuers, which is great. Normally I wouldn't care about something like chat functionality on a LAN gaming session. However, the computer that can not connect to the chat lobby also can not connect to others on the net during an online game.
I have tried the following to fix the problem:
- Use different cables
- Reset network switch
- Reset Router
- Reset Modem
- Restart Windows
- Use different ethernet port
None of this changes the fact that the fourth computer can not connect to the lobby. Now, to make things even more complicated, one of my desktops, for whatever reason, refuses to acknowledge that it has an ethernet port. Sadly I had to get a wireless dongle for it. Surprisingly this dongle makes it so that this wireless enabled computer always connects to the chat lobby, even if it is the fourth or fifth computer to do so. I truly think this is happening on the FAF server which can detect multiple computers coming in from the same ip and assumes it is a hacker. Can anyone confirm this? Thank you.
