WHAT IS THIS MOD that occassionally pops up and annoys the **** out me?

It comes up in games for some reason and is not selectable and forces itself on my ui fucking up my ui. I instantly leave games where it shows up. SOMEONE TELL ME HOW TO ******* GID RID OF IT PLZ.

Yeah but what is it? So if they have it selected I can not join. It pops up and overlays on top of my UI and it sucks.

I believe it is ally overflow.
It's currently a sim mod but it doesn't seem to do any sim stuff, just ui, so you could probably convert it.
