These removed a lot my ui lag problems
you can get console+ mod here to put in commands at the beginning of every game

ConExecute("net_AckDelay 15")
ConExecute("net_SendDelay 30")

without the mod you can put in the commands in the beginning of the game like this:
net_MaxSendRate = 512
