I realize that multiple accounts are not allowed per PC to prevent smurfing, and I realize that smurfing is really annoying.
However, it also can make it a bit harder to get new players into the game. For example, I have several friends who would like to try the game out, especially with the insanity cups coming up. However, one would need to buy windows as well as the game, and isn't sure he can make that kind of commitment right now. It'd be really great to let him play a few team games with me on my roommate's PC, but my roommate has his own account. Of course, if it's a player brand new to the game it'll be too hard for him to play as an 1100. We could host unranked games and tell everyone who joins that the 1100 is really a new player so it'll be balanced against a low rated player, but I feel as if that will take forever to convince everyone etc. Then you'd have to go through that process every single game and I'm sure the new guy would lose interest. In addition, then if we want to play project insanity he wouldn't have an account.
This is just one example among a myriad of more obvious, straightforward ones. In the past there have been siblings that share a family computer and each want to have their own account. In addition, I've had friends that are interested in the game where it'd be really easy if I could say "Here, make an account on my computer and try it out, I'll help you out" rather than having to suggest they bring their laptop, install it, set up hotkeys, etc. etc.
While I recognize smurfing is an issue, we're losing potential community building by not allowing multiple accounts. Could this restriction be relaxed, or maybe could we allow certain computers to have multiple accounts once you've shown you're a responsible part of the community?
