Cheaty intel fix

On the next path please fix the problem with cheating intel = gray upgraded/destroed building, after ubgrading what is see on map whitotu any scoutingint. This problem is maximal unfair, annoying and have very easy fix.

FIX:

get building 0,01sec before end upgrade personal stealth. And this problem will not occur.

This will be fixed, but not this patch. The fix for this will come as part of a much larger move to fix the entire intel system, which is broken in numerous places.
