why is it paragon did not get the 25% price reduction like other game enders do?

Because the paragon is many times better than the other game enders.

A Paragon is basically a legitimate resource hack, that's why. When the Paragon finishes you give your entire conventional eco to another player and build secondary Paragons for the team as well as redundancy. At a total of +10000 mass and about a million energy per Paragon, these go up very quick and ensure that sniping even 1 or 2 of them is useless. If you don't have a team you just destroy all the now useless eco structures for more unit cap. Assuming you are capable of defending the first Paragon for a few minutes, you are almost guaranteed to win through unstoppable levels of exp and arty spam. In effect the Paragon is the only true game ender, since it gives a player the flexibility to do ANYTHING, limited only by buildpower.

Finish a Paragon and within 10 minutes you can have more Paragons, 10 Salvations, enough anti nukes to stop a small moon, and enough nukes to sterilize the planet. It basically changes the game from 3 resources to 1 resource. Can your Mavor do that?

Funny thing about Paragon also is that its very dependent on player skill. At lower levels of play a Paragon might not seem as amazing as it is.

If my mavor is cheaper and I finish faster, then you cant build anything. All I have to do is scout for targets.

Actually you'll sit there unable to break through moderate shield coverage because the mavor is actually not that good in practice

My 3 x seraphim SACUs with nano, shield and teleporter upgrade are cheaper and can infiltrate your base before you can finish your mavor. All I have to do then is to go on a rampage in your base ;-)

how powerful mavor is depends on map size right? if you're playing on anything less than 40x40, then i dont know how could you defend against a mavor
