What are you talking about? They die very easily above water, as well as lose their radar immunity (making them even easier to detect and counter) because they're not meant to normally operate above water. The speed boost when surfaced works precisely
because they're not effective above water - you can only use it to get into position or escape a counterattack, not for actual combat purposes.
As Gerfand pointed out, it's supposed to be a feature. There's no rebalancing required.

Not really. Modern submarines are designed to operate underwater, and their hydrodynamics mean that the increased turbulence actually makes them
slower when surfaced. But as a gameplay feature it makes sense. And since many of these subs have surface weapons like WWII subs, maybe they're designed to be faster when surfaced?
