Isis unfair hydrocarbon Factory placement

Anyone noticed how on the right side of Isis the two players cant have 4 factory's connected to the hydrocarbon like they can on the left ??

Unrelated, this annoys me to no end on setons. Not only can you only fit three on the guy, you have to build them the right way or you can only fit two on.

I always build them wrong. Considering it's more or less flat.

More to the point, when are we going to be able to use our magic guns to flatten land? Would it be game breaking to be able to flatten land at the cost of a lot of time? Want to build a factory into a cliff? Sure, just spend five minutes flattening it first (and costing mass if raising it of course) and you are set.
