whenever a galactic colossus stands inside a shield bubble, he will almost instantly pulls and kill an enemy with his tractors. but when he stands outside the shield, he never do this instant killing pull. does anybody else has the same experience?

There is no code or function that make the GC behave differently when it's under a shield.

There is no code or function that check that an unit is under a shield to begin with.

in that gameplay im not using any mods, no FAFOREVER, just a fresh copy of FA with patch 3603

It is a known behavior that the GC claws are more efficient when the GC is standing still. Probably you were letting it sit still inside a shield and it was the standing, not the shield, that did it.

i dont think so. whenever a GC stands outside a shield or when i turn off the shield, the GC pulls the units slowly like it normally does.

I guarantee you that the shield has nothing to do with it.

the claws work better when it is moving, the position of enemy units also plays a role, outside of shield ot will be fixed on a single target until the shield breaks and hence turn less due to no target switching which leads to less sucking.

when the shield broke the gc usually ends up killing multiple low hp targets, switching targets more rapidly and hence will suck more units.

so ur observation seems correct it just isnt directly the shield, but its high hp, should observe same when shooting a t3 factory whith gc.
