Commander Strategic Overlay Bug

Not sure if I should post this here, but here goes: commanders in my game always have a strategic overlay as if they were fully upgraded. UEF commanders have a huge yellow ring for their tactical missile launcher, Cybran commanders have the green ring for their torpedoes, etc. This happens in both replays and during play. Any suggestions?

Just ignore it? I mean, you know what your commander has, so what's the problem?

It's not a bug. It's this way for everyone. The only exception is that when you do get the range upgrade for commander gun the range ring will increase then.
