Why is the game not rated? What happened?

According to the game results in the database: No results were reported by peers.
So no game of the players sent the results. This issue affects around 10% of all games on FAF.

After some testing on the test server, it seems to most often happen when one player leaves the game too quickly. Where too quickly means before the "Game Over" message appears and the simulation has completely stopped. Even if you wait for the score button to appear and click on it, it can still break the rating of the game. It takes quite a while for the "Game Over" message to appear so I'm guessing one of the players usually quits before then, causing a lot of games to be unrated.

is this when you have quick exit turned on in the settings?

Quick exit doesn't matter. Even with quick exit you have a confirmation dialogue when clicking the score button and you can click through it and go to score before the game totally ends. It makes alt-f4 or whatever quicker, which will also break rating.
