Decreased rating for winning the game!!

I don't know what is happened with rating system, but it doesn't work correctly for last month
I played a game before, where my team is wins, and than all my team gains +rating, and i have "-1". Why? How does it works?
But that's not the reason I'm writing this
Just in my last game my team is win, and then ALL MY TEAM LOSES RATING, while enemies have +Rating
Replay with desync, in-game atleast one com was killed (Ctrl+K), but i had no desync window in-game
I Heard that the rating system is being recoded now, is it true?
How long will this last? Im tired of losing while winning and losing while losing

Yes, it’s being reworked to solve inconsistencies/bugs/outdated systems from the past. There is no deadline; it’s a volunteer project.
