All non host players move to obs after kill

All non host players move to obs after kill

After someone got killed all players who weren't the host got moved to the observer slot, and were unable to interact with the game. The game got unrated.

cheat were enabled.
Anyway I think this should be fixed by https://github.com/FAForever/fa/pull/3005
