Just to clarify what others have said.
Your rating is given as a normal distribution.
In this case 730 is your mean (or expected value), with a standard deviation of 330.
The greater the number of games you play theoretically the lower your SD gets,
(and the higher the game quality will be, this is why people with few games lower the game quality, given as a percentage where 100% is a theoretical perfect match up).
For in-lobby purposes it is the lower bound of this part of the distribution which is displayed, essentially the game is saying you will perform AT LEAST as well as a 400 rated player.
TLDR: you are rated as a player who is at least 400 rated.
