Clarification on the pratical side of smurfing

This is not something new, some time ago a french guy made an account, got to 1000 rating, then started to host only unranked games, Ofc. he would balance the games based on his 1000 rating, and since he had won a couple of hundred more unranked games, there was never a balance, the other team never had a chance.
Despite the flaw in global rating, there is logic to it :
- Rating was created to balance games
- Games without a rating system fell apart exactly because of the lack of imbalance between players in the team

So the question is, should you be allowed to host unranked games all the time, I don't think so an it goes agains two rules :
- rating manipulation : your rating will not reflect your skill level, even worse, neither your number of games
- smurfing : because of the rating manipulation your oponent has no idea of what your skill level is

Here is the latest pratical example :

First, the player comes in to play a 1 vs 1 game, I tell him about the unrated game. The player is warned and gives his consent to the game, only some left, because they came for the rating( I do not blame them)

Secondly, if you want, I can only play 1 vs 1 games if my 0 rating will affect the team game.
Again you blame me that I will be upsetting the balance of team play, and now remember the other players who got their 1500-1900 from the AstroCrater map.
If you ban me for playing only unrated games where I break the balance. I demand that players from AstroCrater get banned in the same way, because they break the balance of team play on other maps.

If the guy that has too low rating hosts ranked games then he will get to his right rating in about 10 games usually if his deviatation is high so I don't see any problem here.
