Games and lobby's have been very laggy for me lately

Just have to say, after months of suffering, I tried Win 7 today and it was pure bliss to play again.
If anyone else suffers poor performance, try "upgrading" from Win 10.

The difference is really huge, with Win 10 there was UI lag and stuttering from min 0 in any game/replay and it could get very bad later on, like 20 fps at min 15 or 8 fps at min 30, with horrible stuttering and UI lag. (Yes, I have tried 100% fresh win 10 installs on separate ssd's with different drivers and whatnot)

I preferred Win 7 myself, but I know the game was playing fine on Win 10 until I reinstalled the PC.

May it be because of Windows 10 Fullscreen optimization ? I know it has caused troubles in many games, including some that I liked a lot and could not play anymore.
You can disable the fullscreen optimizations in the compatibilities options I think.
Maybe it could be caused by a difference in the Driver between W10 and W7 versions.

I find it has the lag issue when you play a single player game or replay and you increased or decreased the game speed (going from 0 to +10 then back down again to 0). The next multiplayer game you play gets the lag. To fix you need to restart the game.

I had a similar problem to this about 14 months ago when I built a new pc and switched from amd to NVidia graphics card(gtx 1050 Ti ). At the time I was playing another old game Everquest. it would hardly run at all 5fps really laggy in game. After a lot of messing about I found the problem was somehow linked to the win10 update that introduced the xbox game bar and game streaming crap. something about that win10 update, NVidia cards and the xbox game casting doesn't work right with older games. I disabled it managed to get the game working and have no issues on FAF with regards to game performance on an NVidia card. hope this gives you some new insight on how to fix your problem maybe.
