Can we report players for teamkilling?

Around 40 minutes into a game one of my teammates got the Billy nuke on his commander and started nuking all of us (his teammates). It was disappointing since 40 minutes is a long time to put forth effort in a game. Can we report players for teamkilling?

If a teamplayer kills your ACU, you should get a popup to report him. Did this not occur? Then there would be a bug. Or did he "just" kill your base? That is unfortunately not covered by the game.

He killed my base along with others' bases. My ACU was not in my base so I wasn't killed. I'll try and get the replay ID
