problem here is that you are looking only on units and not on the rest like ACU, shields,...

I dunno. One faction should never be good at almost everything overrall. That goes for any game in existence. Making all factions good at everything defeats the purpose of factions. The only logical option would be to nerf Cybran.

...And maybe add some units to Seraphim. Yes, additional units.
