In regular games, tournaments, and ranked games, is the game speed the default of 0 always?

Yes. A games points only count if the gamespeed is 0 too. However on large maps sometimes peoples computers may slow down the game to -2 or so.

if you set it to adjustable and will be keeping the speed 0 during the game, it still won't be counted

There is a button to press in the lobby. It's called "default settings". It will ensure that the game will count.
