Using this website http://www.dslreports.com/speedtest, I had observed my upstream bufferbloat to be 500+ ms.(two different internet providers and two different modems)

Replacing the ISP modem with a netgear cm500 modem, decreased upstream bufferbloat by a factor of 5.

Maybe this is useful to some. Instead of buying a new modem you could probably call your isp and bitch at them for a while to get you a replacement.
