I believe the easiest way to find out would be to take a look at how the BlackOps team did their Experimental Seraphim Archway. However, now I am awake, I think they may have used duplicate units with different costs... Which CAN be done, but is ugly. I think it may be possible to have an OnBuildStart check of some sort which finds the cost of the unit being built, then applies a multiplier... I'm not sure, you would have to ask a more experienced programmer than myself :/
As for th units being almost free, it wouldn't be nearly as much of a problem as it might seem at first. Everything in this game should be a strategic decision. If we make it so the Experimentals have extremely high build power, the strategy you are going for is massive air assault in a short period of time. On the flip side, if we reduced the costs by 90% and INCREASED the build time by 4 times, then the strategy would be to hide away very slowly building up a supplementary force for almost nothing while concentrating on another strategic option for your main assault. Unlike most RTS games SupCom has TIME as a resource, and IMO we have not yet seen this fact used to it's full potential.
