Yes I think some sort of 'cost' or damage based veterancy is needed. I don't know how to do that myself, but obviously it's been done in the Total Vet mod. I never wanted to mess with the Total Vet mod because it made so many other changes. I think there's another mod in the GPG moho mod forum that made some simpler changes to the Vet system, but I can't remember the name.
