i think the biggest problem concerning jester is the vet speed. It should be changed from each 3 kills to each 5 kills.

A fast jester can't be stopped by land. If you have 1 int shooting the jester, but there's lot's of engies in your base, the jester will get hp from vet faster than the interceptor will shoot the jester.

Lux: Vet level is a change that could be made easily and is not a very strong nerf. I think jesters are mostly balanaced early on, but can become very strong later.

I would strongly consider a vet nerf either like yo u described, or a nerf to the regen that vet gives. Alternatively, a fuel decrease (it's 5 minutes atm) to 4 minutes could work as well. This would limit the number of engineers a single jester could kill because a no-fuel jester is slower than engineers and is easy prey for T1 mobile AA.

i did some fast jester, and you need to micro it a lot, (less than a bomber but still a lot), your eco is moer fucked, you need to kill a lot of units with the jester if you dont wanna fail, other way you are fucked, i think the fuel is ok how is it, i always end with the jester without fuel :(, and let the jester vet rate the same . You think its so good, but, when a jester die by 1 int or 2, its like a punch in the face.

Lol isen. Yes, I know how awesome, but expencive the jester is. It will probably get a veterancy nerf, but nothing else. All that will do it lower the regeneration of health it has.
