Although an ability to artifically induce or magnify it I suppose could be seen as 'breaking' stuff.

To truly break time one would have to violate causaility, do something before the cause of that thing happens, or perhaps more fitting in this case, make the effect created by the cause simply not happen. Which very much would be both breaking time, and (as best as I can guess) manifest as things freezeing in place.

That or you could go a bit of a cheese route and say that the temperal conflictions being registerd by both the units computers causeing a temporary breakdown of their ability to predict and thus execute their programming, and the mechanical componests loseing synchronization and subsequent inability to preform normal tasks would have the effect of basically confuseing the fudge out of the unit making it stop and shut down until it regains cohesin.

On t1bomber maybe it should be for like 5sec and apply 25% multiplier? Now its 2sec stun where is 100% multiplier, so...

Acu Chrono should be maybe same 25% but its biger area and Non stop what make diference.

But Concrete numbers need tests and calculation its impossible say now. This is more think-tank od Idea.
(It would be nice if affect acu and experimentals but impossible to balance,, so no)

But stun status is not what lore say, its only easy and lame way how gpg coders try to accomplisch this sacred aeon time abuse technology.

Idea how:
Create new status - slow -> by multiplier decrease: Max speed, acceleration, turet rotation, reload time, projectile muzzle velocity (Can be problematic), build power, regeneration, shield regeneration, Shield recharge rate.(did i forgot something?)
Slow on unit show as stun mark with yellow (?) color.

Add Chrono dumper Weapon debuff - slow instead of stun. Theoreticly create chorono aura, that will affect ally units inside and apply fast status with some multiplier on units inside aura circle. Basicly copy past sera aura but aplly diferent buff. Show as some kind of very soft bubble around source (?)

Then it create better ilusion that chrono technology actualy manipulate time.
To create even better ilusion should apply fast status on ally units inside aura.
