By this logic t1 tanks should get a cost increase because they are cheap and spammable.

Frigates are the bulk of your early navy.
Subs are incidental early navy predators.

They are specialized for attacking frigates without getting shot back, and somewhat stealthy in that they cannot be seen without water vision or sonar.

T1 subs are the most underpowered unit in the game so this can't make them op. First bomber is a little underpowered now and this could make balance perfect.
