On smaller naval maps, games usually end before bulwarks can be produced in large numbers. Heck, the outcome is often decided long before T3 navy makes a full entrance onto the playing field. In these cases, I think the bulwark is pretty well balanced. It's not hard to get a few hover units or subs underneath the shield to kill it, especially considering the poor range and accuracy of the UEF T2 destroyer.

Unless you compensate with another buff, your proposed change will only make the underwhelming UEF T2 navy worse.

The Summit+bulwark spam issue you're talking about only becomes an issue on the larger naval maps, where the defender's advantage makes turtle-ish play with the bulwark more viable. These maps are played often, but I think it's important to keep the wider map pool in mind when proposing balance changes.

Maybe you could just nerf Bulwark shield stacking more? That might solve the issue without affecting T2 too much.

i'm not really sure if nerfing shield radius is a good way to nerf them, it would lessen the shield overspill damage they receive

Serious shield boat has same mass to life relation like a battleship and no weapon. In bigger numbers (>2) you will not win with spamming shield boats. you need some to annoy the enemy but in fact i doubt that it is even useful when you have enough built power to spam battleships to built shield boats. just spam battleships. As usual it would be difficult to test anything since 2 players will never be of same skill or equal position in eco to reproduce something. Shield boats havent been op since their existance so i exclude they are now suddenly op.

A small info additional, reducing the shield bubble range will buff this boat, not nerf it. because of reducing the number of overlapping shields you will not hit lots of shields at once with splash weapons anymore.

We could also look at something more interesting. Perhaps like having torps go straight through? UEF Cooper already has the best torp def, so it wouldn't instantly make UEF navy too weak
