2) try using PD if he do not ever build arty, put near it 3-6 tanks with arty if he makes arty

3) get up def line and enough production and start ecoing till you have to produce atleast 4 iishavohs/1 cycle (9x4 = 36 mass)
or more if possible. You can contiunue spamming him with chickens even when have T3 mexes or make othuums, if enemy is still at T2 and he has no OC you can just target his com and he will explode. Dont care his army or eco if you are sure they will survive till the com explodes.

Selen can deal some extra damage in the Scout + Tank raiding unit, which should help win that fight. Your tank is slow firing and puts out a lot of damage per shot. So make sure your shots count... As for taking and holding expansions you will want a combination of combat scouts, tanks, and artillery. You can of course go for a mutual denial by putting 2 or 3 Selen either on the control point or en-route to it. Keep the Selen behind enemy lines, and cloaked with hold fire mode. Then when the expanding engineer is without escort you ambush and kill it. You need at least 2 and preferably 3 Selen to make the kill... You should really think of this as an unconventional raiding tool, where you completely avoid his units and take out the engineers directly.

Seraphim have an excellent T1 bomber, and they also have extremely good options for arty drops in the T1 phase. Which can be used for denial and harassment. Again, having a single cloaked Selen at the control point can act as a spotter for your bomber, and for your artillery drops as well. Repositioning Selen can be done by putting one into the transport on hold fire. That way it will remain after the drop and continue to give intel without every having been visible.

When executed properly your Cybran opponent should be so distracted that you have plenty of time for the T2 development.
