I don't see a problem there. A fast T3 factory will result in either an "elite squad" of T3 units. Or A small number of T3 leading a horde of T1. Both of these combinations could be defeated by a dedicated T2 spam, which is more easily done with engie mod. The fact that this tradeoff is so risky and expensive are ample compensation for the increased combat efficiency T3 units provide.
If we forced players down one single line of force composition, what would be the point? Whether a player uses T1 Spam, T1/T2, T2 Spam, T1/T3 or T2/T3 or T3 or T4.
