You need a version of PS what can edit greyscale .RAW files

When I click on the "here" link to get the map editor on the wiki page > http://wiki.faforever.com/index.php?title=Map_Editing_Tools it goes to Mega with no apparent target. Anyone know what happened to the map editor file? Or am I missing something obvious?

Also, can I use Photoshop Lightroom or do I need normal PS? Which version do you recommend? I have an old Jasc Paint Shop Pro V7 disc but that probably wont work, right? Because holy sh*t, I am NOT paying $20/month for Photoshop!
