However most of the time (ie: not noob games) this number remains firmly at 0 (except in the rare and fleeting moment where something is reclaimed and the guy does not have enough build power)

Mass stored should also reduce when mass storages blow up then, even if you have space for it. And put some of that mass value into the dead mass storage, why not.
