Looks to me like the MuzzleVelocity reduction isn't taking the elevation into account. Try this:

it seems like the fervor (aeon t1 mobile arty) has some problem shooting down from a hill and i think i also noticed problems shooting at buildings which are on a higher location

if you watch the replay, the crucial time is 9 to 11 minutes when my arty is on the hill and just fails to hit anything
(chat is in german if you wonder)

maybe someone here has experience fixing something like this, if it's not supposed to be this way
