There are two possible causes of lag.

1) Bad connection - if someone has ping or low connection, the lobby will display it. If the lobby does not display it, it means the ping is under <500 ms (which is enough to play supcom as the engine runs at a fixed speed that is pretty slow, with an added artificial latency)

2) Bad computer - The lobby shows a CPU value for each player that helps you see if they have a powerful pc or not.

This is pretty much it, and should be enough for the most.

I have seen players with low ping have bad lag, and players with high ping (400) have no lag.

maybe even create a very small lobby game which shows a preview of the game quality.
just some ideas
