All welcome games usually accept zeros because those that host "all welcome"s are not far from 0 themselves. Then there are games specifically titled "noobs only". When you come in, if host is normal, they'll let you play. If not... host your own game because there you are the boss.
3) Special server for noobs will solve nothing.

I have a tactic for seraphim to win in likely 15 minutes with Chicken bots spam. If my team has covered me againist enemy commander and his t1 flood, he is gonna get destroyed no matter what (not sure if somebody gonna actually build T3 bots in 12-15 minutes of the battle lol)

to the cpu thing: a cpu rating of 450 is really high, which indicates that your processor is too slow for games on larger maps that potentially go on for longer than 5 minutes... Therfore the game will slow down drastically for the other players (as for you) and become a slideshow very quickly. Especially teamgames with a lot of players involved tend to feature a lot of units. What you can do about this: get a better cpu. Not necessairy to get one with 12 cores, because FA only uses one core, but one with high single thread performance (for FA the best cpu is on top of this list https://www.cpubenchmark.net/singleThread.html). Or avoid playing games with lots of players, however a 450 cpu rating could limit you to 1v1, if you dont want to drop to negative SIM-speed in the first 20 minutes.

to the rating thing: host your own games, you decide who plays there and what the balance will be. With 0 rating, you could be a FA-god or a super-newby therefore it is impossible to balance you appropriate. You could also join "all welcome" games. "all welcome" usually (or better: sometimes) means that everyone is welcome. Alternatively you could play custom 1v1 games (not ladder, this wont increase your gamecount) to farm some rating and then join teamgames.

Edit: it is true that FA uses a second core for some minor calculations and having two cores is better for the game than one. HOWEVER, if you look at the list of CPUs I linked, you will most likely not find a singlecore CPU in the top 300.. and if you go that far down the list it makes no sence to get it anyway.
