Edit: After two more views of the replay: He send the czar to attack a monkey, on its way there it passed the harbies but didn't fly straigth over them but a bit to the side. The czar might have been able to hit some of them with the outer edge of the aoe so maybe we could increase the firing tolerance of the czar even more. Then he targets a harby, the beam goes hot and fries some other harbies while trailing the trageted one, then gets retageted to a gc before killing all the harbies. Which then proceed to his base and kill him.
Edit 2: After some more tests I came to the conclusion that it was also because of the attack command, when a czar has a move command it shoots all enemies it flys over but with an attack command it does not.

4.Move command next to the enemy then let the ai attack
