EDIT : it's simply in the options ^^

- Start a skirmish game
- Go to the in game menu (press F10 or hit the bottom in the top middle of your screen that looks like a circle with a notch cut out and has a dot in the middle)
- Select Options
- Go to Interface Tab
- Scroll to the bottom where you will see a bunch of options that begin with "GUI:"
- Set "GUI: Display Reclaim Window" to "On"

All the other "GUI:" settings are specific to GAZ_UI so if you read a feature that you want on chances are you need to set one of those options that are there.

i'm not using it but you have to enable it somewhere i think
or maybe you'r using a very old version for some reason
