Tried v2.71, v2.65 and v2.75, tried with the files in their separate folder (does not show them at all) and just dumping the files in the addons folder (greyed unclickable option it gives me).

That all being said, the reason I need Blender is a rather easy and fast one - i need several new attachpoints on several models (like 7-8 of them, mostly just invisible attach points for nukes or TML to fly out of...)
Any kind soul willing to sacrifice a bit of time to do that for me, seeing how I am Blenderless at the moment?

i use the plugins from there with 2.79 and they work as intended for me.

are you sure you are installing them correctly? simply put the two .py files into C:\Program Files\Blender Foundation\Blender\2.79\scripts\addons
and then enable them from the plugins list. after that they will appear in the export/import menus:

For the topic purpose, the issue was i installed them without the added directory. You can't just bring the py files.

General Question:
Which Blender Version do you use?
I use 2.43 and 2.71 for my 3D Models for Supcom.

To solve your Problem:
Here are the steps to make them work in 2.71:

Step one:

Put the supcom-exporter.py and the supcom-importer.py into the /scripts/addons folder.

Step two:

After that is finish open Blender -> go to File -> User Preferences
Navigate to the Addons Tab and aktivate/tick these two Elements:

Import-Export: Supcom Exporter
Import-Export: Supcom Importer

Step three:

Now they should be aktivate in Blender.
If you go to File -> Import or Export
You should see these two options:

Supcom mesh (.scm)
Supcom Anim (.sca)

Now you are able to Import and Export 3D Models for Supcom.

Older Versions of Blender like 2.43 don't need Step two and three for activate the Addons in User Preferences.
But you need to do Step one.

So you should look into File -> Import or Export
You will find the same Options as above.

Hope that helps you.
Best regards
