Supreme Scoreboard does that
make sure the option to display that stuff is enabled in the in game options (pretty sure sending energy is not being shown by default to avoid chat spam)

That displays "You have sent <###> energy" in chat so your allies know when you have gave resources?

I have Supreme Scoreboard which I thought did this but it doesn't seem to?
