Gimp is a decent photo editing program too. Its the only freeware program I've found that can make nice seraphim and aeon textures.

blender
photoshop/paint.net
some audio editing software
some video editing software

and that's it already

I hope you're REALLY good with coding, modeling, texture creation and are very familiar with the game code. If you have all that, you just need to have enough time at hand and a few good ideas.

You probably have a lot of features and other special things planned for your new faction, would you mind sharing them?
