This is not a problem with the map. Someone changed the base intel code in unit.lua without understanding all of the implications. The Perimeter Monitoring System (XRB3301) is attempting to execute the OnIntelEnabled function before the unit has finished initializing all of its variables (namely the ExpandingVisionDisableCount variable).

1. Fog of war is on when it should not be.
2. Power bonus is not functioning.
3. The Defence Object is flagged as an enemy and is not the civilian color.
4. The enemy units are not civilian color.

I didn't keep testing after that as it is obviously pretty broken.
