I've uploaded the mod. Its called Nomad ACU Campaign. What it does is replace the UEF faction with the Nomads. So when you pick UEF you will spawn with a Nomad ACU instead. Its along the same lines as the old Seraphim ACU in campaign mod except that I've gone a step further and made the faction read as Nomads as well so you get the nice UI and the orbital bombardment doesn't screw up. Secondary objectives and dialogue will still play as UEF. Also, you frigate tends to spawn in a random place on the map so don't be alarmed if you don't see it. It may just be on an unrevealed part of the map. Orbital strikes will still work as normal.
