I noticed that but i think it's only if you have another factory (air or water if your subfac is land) of the same or above tech level.

HQ is the regular factory that has always been there, with a slightly different model

the normal factory can only be built after you have an HQ , and is cheaper. significantly, so that its worth building factories instead of one fac and engies assisting

when an HQ dies, regular factories can only build t1 until there is another HQ
