a) Be able to launch an IMMEDIATE attack straight after the NR timer ends;
b) Be able to counter the most likely assaults that could be directed against you.
To do all these things well you need to become proficient at timing. But as a general rule, the first 80% of your NR timer should be spent devloping eco, and the last 20% should be spent building weapons... You need to understand exponential growth and time value of money (or in this case "time value of mass"). Never build anything before you need it. But never fail to finish it either.
As a general rule, you must prioritise mass. Cap all the mexes, get reclaim going, and get mexes to T2, storage and T3 in that order. You also need to get enough power and engineers to utilise your eco. Such that you never power stall, but, never build too many either.
With power, don't build too many T1 pgens. Build them adjacent to the upgrading mexes, because this will reduce the power draw in those initial stages. Which means less T1 pgens. Less T1 pgens means more mass for mex upgrades. More mass for mex upgrades means increased exponential growth. As soon as you have T2 power, reclaim the T1 pgens for the extra mass, before then surrounding those mexes with storage. If you still have time, and the mexes are T3, start spaming fabricators and T3 pgens.
When it comes to build power you need to plan ahead! It is common for a hard eco spammer to be suddenly caught with a huge eco, and no engineers to utilise it. Don't do this. Make sure you spam engineers toward the latter half of your NR timer.
As a rough benchmark, you should be able to launch 3 nukes straight after a 20 min NR timer on Isis. That is when you know your doing well.
