the aeon T2 shield: a single bomb takes it down. However, no damage is taken under it, not even a single point of damage. It recharges quickly enough even unassisted that it's practically impossible to break it. Maybe the situation changes if Ahwassa is microed? However, as ZLO_RD points out, if you assist it, there is no way in hell you can break it.
So 480 mass, 5760 E vs 48000 mass, 780000 E unit? pretty good tradeoff, if you ask me.

That beeing said i have to mention if you let your asf get bombed sitting on the ground your attention has been on the wrong spot. If your asf are in the air already you should be able to avoid the bomb easy.

Near impossible to micro away from the bomb

surely not, dont fly directly behind it, if your fighters are about getting to close pull back and turn for another atack, also bomb has huge cooldown 15s (?) you can count the seconds roughly and decide when it's safe to atack, try in sandbox if you can do it, helps a lot

Shield gives a lot of time to survive

Keep in mind that bomber deals 11000 damage, if shield have less then 11000 hp all stuff under that shield will take damage of 11000 - shield hp

cybran shields:
ED1 - 4000
ED2 - 7000
ED3 - 10000
ED4 - 13000
ED5 - 15000
(tip: so perfect to have ED4, and after bomber hits one time upgraide it to ED5)

Aeon shields:
t2: 11000 (looks perfect, but i did not tested what happens)
t3: 18000
(tip: if t2 shield works -> t3 aeon acu without assist of other engies builds that shield for 6-8 seconds, that can be faster then t4 bomber recharge time, so you can defend your t3 acu for infinitie time until you run out of resource, that move can win you a game if enemy will try to kill your acu like that)

UEF shiedls:
t2 - 9000
t3 - 15000
(UEF is kinda screwed, use t3 shields and pray, at least they have good area coverage)

Seraphim shields:
t2: 13000 hp
t3 static: 21000 hp
t3 mobile: 10000 hp
(have some of thouse shields and you are already in good shape...)

The problem can be that t4 bomber can kill/damage miltiple shields by one bomb because of AoE
So If you have lots of shields in one place you can pause (turn off) one of them (one that protected by other shield), and activate it like 5 seconds before t4 bomber strikes, so when bomber will make second pass that shield will blink ON

also you can try to prevent t4 bomber to get veteranicy by destroying (ctrl+k) you own t1 units

No matter how much time you will buy if you have no T3 SAM or T3 ASFs

imo best counter is good intel and ASFs and kill bomber before it arrives to your base

EDIT:
ha ha i did not read the post =(
well, ground fireing need many micro, i think you can right click on ahwassa with ASFs and they will get behind ahwassa and it should not be able to do much, or micro to avoid this shit =\
