Yes it is, it is normal ai behavior for any unit at all. It was answered. Hence locked. But if you want it to not be locked then ok

As for the OP:
Yes, it is normal behaviour, no faction difference either. But only strats have the destructiveness and splash damage, where you become afraid of your own units. Sometimes they do more damage to yourself than your enemy. In the example with the tele-com, if you could just survive before he died and a strat would defend in that moment, then the strat would kill your own commander too. Keep them away when needed.

Any idle unit will engage enemy units within a certain vision radius. The same mechanic which allows your tanks and base defences to instantly unload on a target allows bombers to acquire their own targets. This is normal game mechanics at work.
