That's right: the cheat menu lets you spawn extra units in any existing army, but you can't make new armies.
An "army" is the notion the game has to represent, sort of, a player. Maps will declare all possible armies (in the case of Skirmish maps this is one per spawn point (for the player armies) plus one or more armies to already exist on the battlefield: usually civilians.
A recent patch has caused the cheat menu UI to become a bit mangled-looking (some buttons and their labels now overlap). I'll get to fixing this soon (people keep complaining ), but it all still *works*. At least, I think so.

A game.log for such a crash could be interesting. The recent changes are entirely lobby/ui side, so it's unlikely to be a recent bug, but let's have a look. There's no reason why that shouldn't work, and that sort of thing happens a lot in the campaign: this might be a problematic bug for coop (which is what I'm busy unbreaking at the moment).
