you can probably also change this by editing the client prefs (which is where the path to the maps/mods folder is stored for the client)
the client prefs file is located in %appdata%\Forged Alliance Forever\

make sure onedrive is not used as the default place to store files
you want to store files in your local documents folder instead

also -> Документы seems to be the russian word for Documents
I hope that your regular local documents folder has a more sensible name without the use of cyrillic chars
otherwise you will run into the issue i described above already

the most important thing is to post a log file which will help us finding out why something doesn't work

my guess is that your windows username contains some strange chars (like cyrillic or something like that) which causes the game to not see mods stored in your documents folder
but i can't say for sure unless i see the client log/game log files
