not sure, that is not elevation difference problem, but body of an arty was at such angle so it could not move it's turret into position where it can shoot, tho fix for both cases of arty not shooting might be the same... allowing unit's turret rotate at more angles, and even past 90 degrees, not sure how it really works tho
