It worked after I run it once through steam. Steam installed a 2009 version of directx before starting the gamea.
I think Elex installed a newer version, and that was what broke the sound

Changing sounds settings from 48000 HZ to 44100 HZ (and restarting the computer) resolved the sound problem too. Thank you!

Method:
-Right click on windows sound icon -> sound devices,
-Right click on active speaker -> properties,
-Advanced statistics tab,
-Sound quality from 48000 HZ to 44100 HZ

You have surround or stereo? I have similar issue when i forget to turn my surround to 5.1 (defautl settings, but for some non 5.1 movies i swith it to stereo)
