Was this an anti-torpedo flare or a direct countermeasure? If it's a countermeasure, this is unintentional. If it's a flare, it's how the weapon works, but an argument can be made that it's stupid and should be restricted to non-allied projectiles. This would be a balance discussion.

from 11 min 50 to 13 min.
